are run by Spotless Services.
Spotless Services started life as a dry cleaning company then moved into providing uniformed staff. Not that is staff in uniform, not fully trained staff. The people making the coffee using espresso machines are not baristas. They are not as well trained as the people behind the espresso machine in a McDonalds McCafe.
I tried an espresso coffee from the Spotless Velluro Espresso Bar
and it is the worst coffee I have had for many years. I did not even try to finish it. Dishwater is an expression a lot of people would use.
I run across Spotless in cafeterias, the tasting areas of big corporate owned wineries, and all sorts of places. Most of the staff have only the basic training to put something in a microwave then on a plate. Some do not have the experience do do even that basic task. None have training related to the service specific to the venue and products. The people serving the wine at wine tastings know nothing about the wine they are serving.
Conclusion
If you want coffee or food at the Perth International Airport, buy it and eat/drink before you go through customs.
